For hauling high-speed trains, the Office of Studies of the FS prepared a project in 1928, for the transformation if the existing Gr. 690 locomotives build in 1911 and 1914 in a total of 33 units by OM, Ansaldo , and Breda works.  Thus the new Gr. 691 class, still maintaining the same wheel alignment of 4-6-2  (2-3-1).
The new locomotives, while retaining the same engines and the same wheel drive of 690, the C steam generator (boiler) already applied to locomotives other Gr746 locomotives and it’s rear bogie " bissel” after lengthening of chassis was done.  All these changes contributed in the achieving of significant benefits in terms of speed (characteristic of Gr. 6K with great hourly steam output with the Gr 746 generator.  The locomotives Gr 691 played from their entry in to service in 1928 onwards, until 1962 the important task in hauling convoys of passengers on the most important rail routes in Italy.

The model represents  that of the prototype Gr. 691-023 in its original condition with 22m² tender of 1931.
The attention paid to detail in noted, right down to the braking system and the bogies fitted with suspension. Walschaert gearing and operating front head lanterns.

The first models were produced in all metal cast by  Cos.Mo.  for Rivarossi.

Production in plastic begins only in 1962
